This does seem true. You've uncovered an all-too-common dynamic in this relationship, I think. Many times, when white people in positions of power befriend or otherwise have a positive relationship with a person of color, they recognize and combat racism in ways that help that single individual without also working to address the ways that everyone of that particular race is oppressed or discriminated against.
