It was absolutely true that Carranza didn't intend to enact social reforms.

…would give back to the people, and there would be something for all that people could benefit from. What they didn’t tell the people was they didn’t have any intentions of complete reforms, and they planned on still protecting the wealthy landowners.

It was absolutely true that Carranza didn't intend to enact social reforms. I don't know that he ever promised otherwise, though. What were the limitations of his thinking about the future of Mexico (for example, how did he react to the Constitution of 1917)? And, how did Obregón's specific vision for Mexico differ from Carranza's?
